He is a graduate of the Faculty of Navigation of the Maritime University of Technology in Szczecin, part of which he completed at John Moore University in Liverpool, obtaining a master's degree in engineering in maritime navigation and sea rescue. He completed postgraduate studies at the University of Szczecin in the field of information technology (2006), postgraduate studies at the Warsaw School of Economics in the field of project management (2011) and MBA studies at the West Pomeranian Business School (2019). He also participated in training and obtained qualifications as an ISO 9001, ISO 27001 lead auditor and an ISM auditor.
He has been working in maritime administration since 2007, including two years at the European Maritime Safety Agency EMSA. He dealt with the issues of shipping safety and security, including: in terms of coordination and participation in the preparation of international, European and national laws and regulations in this area. He conducted monitoring activities, inspections and audits of maritime administration, recognized organizations and ports in the field of maritime safety and security.
He represented Poland at many meetings of the European Union and the International Maritime Organization IMO. Since 2017, he has been the director of the Maritime Office in Szczecin, one of two maritime offices in Poland, employing over 600 people, whose competences include, among others: maritime safety, protection of the marine environment, navigational markings and spatial planning in Polish maritime areas, protection of sea shores and large investments in infrastructure providing access to ports (e.g. fairways, breakwaters).
He is a member of the SAR Council and also represents Poland on the EMSA Administrative Council, where in November 2023 he was elected Chairman of the Council.
