He was born on June 16, 1963 in Gdańsk. He is a graduate of the Naval Academy. After graduating, he served in the 2nd Missile-Torpedo Boat Squadron of the 3rd Ship Flotilla (in later years transformed into the 2nd Missile Ship Squadron and the 32nd Missile Ship Squadron).
During his service, he held, among others, duties of deputy commander and commander of ORP "Górnik". In the years 1995-2001, he served on the staff of the 2nd Missile Ship Division (32nd Missile Ship Division) as a senior operations and training officer, chief of staff, deputy division commander-chief of staff and division commander.
After completing the Defense Policy Study in the USA in 2008, he was appointed as the assistant to the Chief of the General Staff of the Polish Army for the Polish Navy. On November 3, 2008, Rear Admiral Ziemiański took up the duties of deputy commander of the Naval Operations Center. In 2009, he was appointed commander of the 3rd Ship Flotilla in Gdynia. In 2014, he served in the General Command of the Armed Forces as the head of the Armament Board. From November 1, 2014, he held the position of head of the management board - deputy inspector of the Navy.
Rear Admiral Jarosław Ziemiański completed the Officers' Tactical Training Course at the Naval Academy, the Operational and Strategic Study at the Combined Armed Forces Command and Staff Academy in the United Kingdom and the Defense Policy Study at the Naval Academy in the USA.
