Dual-use technologies—those that serve both civilian and military purposes—are becoming crucial to the future of the Navy. For example, unmanned systems (surface and underwater drones), originally developed in the civilian sector, are being intensively adapted for reconnaissance and strike missions. The Russia-Ukraine conflict demonstrated that drones are forcing naval forces to adapt their tactics. Furthermore, the experience of the recent conflict in the Middle East between Iran, the US, and Israel demonstrates the rapid implementation of missile technologies and cyber-electronic systems, often based on civilian advances in IT and satellite communications. The Navy must therefore strengthen cooperation with industry and the scientific sector—particularly in the areas of AI, 5G/6G communication systems, and stealth materials technology—to remain competitive.
