The 2022 report by the Supreme Audit Office indicates that one of the most important advantages of most small seaports is their multifunctionality and the possibility of developing further forms of port activity, based on existing field resources and modernized and expanded port infrastructure. The weakness of these ports in the functional aspect results primarily from the seasonality of some economic functions and the lack of development of complementary functions. The main threats related to the development of small ports are the lack of specific plans of some local governments to use ports as growth poles for the immediate environment, as well as the limited funds that port communes can invest in infrastructure development.
